   Actual speed limits. I think anyone can set those limits better than they are.   
   Sometimes they could be higher (40 mph within city limits) sometimes it should   
   be lower (20 mph). It's important that cars don't weave around other cars and   
   have slower cars    
   drive on the right. That's where the interaction with a bicycle occurs.
