   The problem is not who pays for what, but who's wasting fortunes in phony   
   construction, both abroad and at home.   
      
   "Construction, Destruction, Corruption" is the name of the game. Nobody's   
   paying for new bridges or modern trains. Massive corruption sucks everything   
   up.   
      
   And not even the Republicans see it.
