   Nobody should be  in the  left lane - period -  except  for  first responders    
   and driver sho  are passing.  Once  they  Pass, they  should  mover  rightward   
   into a  lane  to their  right.  This  is  abasic  concept  anywhere else in    
   the world  but the     
   U.S.,  it seems
