   Colorado did just that.  As of Jan 1 we have a ban on motorists use of   
   handheld cellphones while behind the wheel.

   There are some exemptions.  E.g., you are allowed to phone in a drunk or   
   dangerous driver. Too, Amateru Radio operation is exempt -- for which I   
   am relieved.  The exemptions are listed at the front of the PDF above.
