   There are these things associated with every racing event called the   
   "Supplementary Regulations". They are used to defined things unique to a   
   particular track that aren't listed in the general rule book.   
      
   All I can think is that because of the particular layout of the track,   
   no one anticipated the need for such a rule, and it's easy to see from   
   his lap time that he didn't gain an advantage, so...
