   The underlying rule is that the driver attempting to overtake has the   
   obligation to do so safely.   
      
   Verstappen put Hamilton in a position where if Hamilton didn't choose to   
   run off the track there would have been a HUGE accident.   
      
   Verstappen deserved a penalty.
