   LOL... Yeah, I see your point. I've not bothered to read the regs closely   
   enough to be able to say beyond doubt on it, but the 50/50 thing is   
   clearly some kind of reference to how power is fed to the drive of the   
   car, right?   
      
   So, yeah, the ICE is sending power to the battery (with the harvesting at   
   braking, extreme downshifts, etc), but of the given power available to   
   turn the wheels of the car, only 50% is coming from the ICE and the other   
   50% can only come from the battery, so if the battery is empty at any   
   given moment, then the cars are only running at half power? I thought this   
   in my head better than I typed it, but hope you see what I'm getting   
   at/asking?
