   You know, I do believe I already understood that.   
      
   They have (hopefully only accidentally) re-issued, to new licensees,   
   callsigns that had been issued previously - but which had been expired   
   for at least two years.   
      
   They go on to say that if you have been issued one of these recycled   
   callsigns - and don't like having a recycled callsign - you can ask for   
   it to be replaced by a brand spanking new one. [There seems to be no   
   intention of making you give up the recycled callsign.]
