   Your last comment is interesting. In the case where someone got an 'old'   
   callsign due to the system allowing it sometime back, I thought he was   
   forced to give it up.   
      
   I don't have strong views either way, it doesn't impact me so why should   
   I, but the solution you describe would seem fair. The only potential   
   problem is a prior own decides he wants 'his' callsign back.
