   A full nine months after its creation, we're still getting threads of   
   the "Am I notching?" variety. While this helps to bump up the miserable   
   posting rate there, they are only serving to demonstrate how little   
   people understand about the propagation of moderated messages.   
   Radio-wave propagation seems also to be a poorly-understood area. What   
   is it about this fundamental subject that keeps so many 'amateurs' in   
   such ignorance? Poor training, perhaps, or a poorly structured policy?   
   This 'new' exam and licence scheme leaves much to be desired, or so the   
   evidence suggests. Perhaps having the answers written underneath the   
   exam questions might have something to do with it.
