   CB  vehicle mounted whips have quite a  low radiation angle ~ 20deg, so   
   someone on another vehicle 1/4 mile away might get  a very weak signal.   
      
   High angle is good for working skip of course.   
      
   A 5/8 lambda works better, but for 27MHz on a vehicle is being silly.   
      
      
   Loading coils can be quite lossy too.
