   Yes, but the inherent technical enthusiasm in such people perhaps   
   would render an examination to be unnecesary in their case?   
      
   I refer especially to the chap across the road; a degree   
   qualified  electronics   
   design engineer who put together one of the Australian kits and   
   has no further need to progress beyond the foundation level.
