Irrelevant, and all part of the dumbing down, because for decades
untrained Class A licensees did all training where necessary*****
and their pupils sailed through both the written RAE and the
   12 WPM Morse Test.

I cannot understand the motivation of the person who brought
in the TtT idea when his locals could have so easily got
him through the 12 WPM Morse Test?

***** The Fools' Licence, targetted, as it is at 5-year-olds, is at
such a trivial level that any _GENUINE_ newcomer would easily
self-train to that level through his own enthusiasm, but the
same is not true, of course, of the sweepings-in from the gutter
who serves no purpose other than to address the inferiority
complexes of those who present such ridiculous courses.
