   Foundation was introduced in 2002 to address the fact that the hobby was   
   dying. Other countries (such as US) have also adopted an entry-level system   
   to help encourage more people to take up the hobby.   
      
   Looking at the numbers, more people are progressing to the Full licence   
   through the current scheme than were completing the C&G, so it’s hard to   
   argue that the scheme started over 15 ago hasn’t worked.
