   The decision to switch to a 3-tier system was fully explained at the time.   
   It was the RA who decided on the switch, and there were various CEPT / WRC   
   changes at the time affecting amateur radio worldwide.   
      
   Yes, standards are now more strict in the UK than under RAE, and in other   
   countries today, but your suggestion of the motives is a bit of a stretch.   
      
   I assume you’re aware of little income (after expenses), the RSGB makes   
   from exams, and that the switch from C&G to RCF/RSGB was not the RSGB’s   
   decision?
