   Yes, getting an entry-level licence is easier than under RAE,  and that’s   
   deliberate, however, getting a full licence is now harder than under RAE,   
   so swings and roundabouts.   
      
   Progression is an issue, but in 2016, 650 people upgraded to Intermediate   
   and 300 to Full. Given the low (and falling) numbers in the early 2000s, if   
   we still had RAE, we’d be in a far worse state.

   True, people do drop out through lack of interest - and there are lots of   
   reasons no doubt .   
      
   The last published numbers showed that around 50% of Foundation licence   
   holders progressed to Intermediate and a further 50% then upgrading to   
   Full. Percentahe-wise, that’s actually not a bad progression-rate.
