   ... and that explanation was later proved to be false as it was the RSCB   
   who petitioned for the change.   
      
   There has never been any concern or need to increase the numbers of   
   those seeling a licence; it was only ever to keep the coffers of the   
   RSCB filled, and it was a misinterpretation of their declining   
   subscriber numbers as a fall in the number of licensees; I, for one,   
   resigned in disgust from the RSCB in 1988.
