   There has never been a problem for the genuine candidate for _REAL_   
   amateur radio to educate himself to the required standard merely because   
   of his own technical enthusiam.   
      
   CBers-masquerading-as-rad-amateurs may be a separate can of worms,   
   however, and the more difficult it is made for them, the better.
