   To an extent, I am sympathetic to this argument too, although it would be   
   tricky to work out what bands to deny Foundation applicants to.   
      
   Technically, there are about 10 bands that a Full licencee can use and a FL   
   can’t, but as that’s 5MHz and a bunch of microwave frequencies, I agree   
   that it’s unlikely to motivate progression .   
      
   Restricting 2 & 70 would be an own-goal, and some access to HF (as a   
   taster) would make sense.   
      
   What bands does the panel think FL / IL should not be allowed?
