   Perhaps FL to be retested every year, to a maximum of 5 years.   
      
   IL to be retested every other year, to a maximum of 10 years   
      
   Full (including we (superior, elitist?) Class A every 5 years.,   
   to a maximum of 99 years   
      
   Then the reduction in frequency of retesting alone could be an incentive
