   I got my licence when I was still at school, and living in a valley the   
   foothills of the Cheviots, in Northumberland. TV reception (VHF of   
   course) required large aerials, and for some, it was either act-of-God,   
   or impossible.   
      
   My nearest local amateur was at least 5 miles away, with a couple of   
   others over 10 miles away (all essentially over-the-hills-and-far away).   
   An FL restriction to 2m and 70cm would have meant that I could not have   
   worked (or even heard) anyone on those bands.   
      
   Fortunately, I was able to get up a 160m fullwave, and I spent the next   
   few years on AM (and occasionally CW) running 10W DC input to a TT11   
   (G3KEP/G3MAW transmitter design), and working all around the UK and   
   Europe on 160 and 80m.

   One incentive would be to restrict their operation to certain portions   
   of the normal HF bands. This would serve as a constant reminder that   
   they did not have all the privileges of Full licensees. Obviously, to   
   avoid unnecessary punitive restrictions, and taking too much fun out of   
   things, careful thought would have to be given to what was forbidden.
