   Why?   
      
   Anybody of the right moral fibre with a genuine interest in amateur   
   radio would train themselves to the standard of the full licence, as did   
   legions of otherwise-unqualified self-taught 14-year-olds in the days   
   of the proper written RAE.   
      
   Insofar as much has been made of the fools' licence being awarded   
   to 5-year-olds, it seems to me that anyone needing a training course   
   for such an abyssal level of qualification would lack the intellectual   
   capability to be real radio amateur.
