   I disagree that A could be right. Anyone can overhear an amateur   
   transmission to another amateur within range (because encryption isn't   
   allowed!) but that is not what the transmission is *for*. Everyone   
   should know they can be overheard. Equally B isn't against the rules   
   because net conversations are allowed. D is not relevant to "general   
   transmission". So only C can possibly be right. As you have pointed   
   out yourself, broadcasting *for* general listeners is the thing thing   
   that isn't allowed, and it seems a very reaonable question to show that   
   people have understood that.
