   It was likely because this is part of a car theft process. The thieves   
   turn up and turn on a jammer, people arrive walk away from their car and   
   hit the button as they walk but the car does not lock and they don't   
   notice. The bad guys now have an open car to steal from or drive away.   
      
   It commonly occurs in supermarket, station or airport car parks so when   
   there is a report of people having trouble opening or locking cars the   
   police suspect thieves.
