   someone must've thought of this - but on the off chance no one has:   
      
   i've read FCC citations to everyone from power companies to homes with   
   alarm systems or electric fences for interference with the amateur service.   
   won't BPL fall in this category? if it does, then complaints to the   
   commission may be a way to stop them.
