   I see that I made an error. It was a different station that I worked in   
   Belarus. My apologies.   
      
   Perhaps the letter just isn't getting there. Have you tried sending via the   
   bureau? If you don't belong to the ARRL, you can send it directly to the   
   Belarus bureau (see http://www.iaru.org/iaruqsl.html for bureau addresses).   
   Or some people report success with registered letters. If they have to sign   
   for it, you will at least know if it arrived there.
