   But that's the problem; they are just operators and more akin   
   to CBers than to any radio amateurs.   
      
   Pre WWII (Started by Brit  BTW) Licences were there for the asking,   
   with no qualifications required, but at least the request for   
   the licence was driven by a pre-existing technical fanaticism.
