No, as far as I know, renegade still uses a proprietary msg format that uses
renemail to convert back and forth for from *.msg. for outgoing mail the
*.msg is what You want to be fido compatible. Outgoing packets are in *.msg
format for all systems in a fido atmosphere.

Sorry, wish I could, I don't use argus. You still need a mail tosser, not
just renemail. I used renemail with gecho back when I ran Renegade. I also
ran it with squish. So if that is what You are asking, You Do need more than
just renemail, You need something like squish or gecho to take those *.msg
files and make packets for You.
