I believe I have discovered some things wrong in the code that controls the
way new users enter their handle and names.

I have rewritten the code to prevent users from using variations on an
existing handle or real name and rewrote the "trashcan" processing logic.

I want to know if any issues with handles/real name on new user signups has
been addressed at all since Y2KA2.. otherwise I can share my improvements for
the next release of RG.

Also, I have fixed the problem of UUCP Netmails not properly parsing the
"From" and "To" fields if that is of interest to anyone.
