   I believe Protel evolved into Altium Designer.  You may have some luck   
   opening them in the free version of Altium which is called CircuitMaker:

   It has certain limitations and I'm not sure if Protel import is included.   
   AIUI CircuitMaker saves its files publically, ie you can't use it for   
   private projects, although you could just not save your imported project.   
      
   The full Altium is ~$7k pa so uncheap just for generating plots.
