   As of the latest revision of the SI, Boltzmann's constant   
   is just another conversion factor between units.

   20.836 619 123 327 576 GHz (exactly)   
   so 21 GHz as a practical round number for easy practical memorability.   
   Hence Bolzmann's constant equals ~21 GHz/Kelvin
