   What are you trying to do? What language to you want to use? Assembler?   
   The PIC is a bit tedious. C? avr-gcc is cross platform and free. The   
   Microchip C compiler is limited in the free versions. Are you looking   
   for a development board? An IDE. They are available for both. Something   
   a little more polished? The Arduino arguably is more capable than   
   Parallax's Basic Stamp.
