   Actually, one of the problems I saw is that the behaviour of the utility   
   functions that are needed to implement conditions on the rules is not   
   identical to the behaviour needed. The concise definition of the needed   
   behaviour is however only available    
   through the Mma code given (the documentation does not suffice to define the   
   behaviour). So, effectively, to implement a working Rubi version reverse   
   engineering of these utility functions is necessary.
