   Making all Rubi's integration rules mutually exclusive is an ideal that   
   unfortunately has yet to be achieved.   
      
   Although the vast majority of rules are mutually exclusive, there are some   
   generic rules applied when no specific rules apply.  These generic rules are   
   not mutually exclusive, and so must be loaded AFTER the specific rules so as   
   not to shadow them.
