The terrorists       were suspected of having planted a car bomb, when challenged they ran.       The security forces shot them as they suspected they would use a remote       detonator to blow up the car they had left in a major tourist location.       The police had handed control to the military as is the normal procedure       in such circumstances. Parliment was not involved, except that authority       was delegated by the Prime Minister and Ministry of Defence.              As it happened this was a dummy run, the actual car bomb was found       parked up in Spain.
