   All true but at the end of the day when it all goes wrong the boss gets   
   the blame. The reality was that without the German invasion of Belgium   
   the UK would never have got involved but Britain was a guarantor of   
   Belgian nutreality and felt morally and legally obliged to act.   
      
   Wilhelm had no real power, that lay with Hindeburg and Ludendorff who   
   effectively ran Germany as a military dictatorship.
