   My guess is that they were “scouts” who were there to size up security   
   protocols and vigilance.  They were there to see just how easy it is to   
   actually get through security and onto the actual base, as well as   
   making notes of things like cameras, number of guards present, and other   
   pertinent information.  They were there to assess and gather intelligence.

   A side job of mine in Germany was watching for terrorist scouts and   
   photographing their license plate with a small camera I learned to operate   
   concealed in my hand at my side. I ran the battalion photo lab and on the   
   road I could visit a rest room for running water, move the film to a   
   light-tight developing can in a dark bag and have negatives in a few   
   minutes. The helpful camera store owner was later unmasked as a Soviet spy.
