What I think? Seems like another rightwing conspiracy you picked up
somewhere even if you claim you witnessed it firsthand.
Biden actually put a plan in place to get every adult in the US
vaccinated and free of charge, unlike Trump.
Of course if some people were too ignorant and/or stubbornly political
to get vaccinated and follow other guidelines like distancing and masks
that wasn't Biden's fault.
