   I'm too lazy to go read the articles, or research the topic.  But this   
   sounds almost certainly like a case of putting local politics before   
   the bigger picture.  I'd be unsurprised to learn this was about   
   awarding a concession to the right conglomerate, who paid heavily into   
   the right campaign fund, etc.  I could be wrong, but politics go   
   astray from science for the same reason every time.
