The recent June issue of National Geographic had a short article
on rare earths, addressing the "China issue".

As Phil pointed out, the only reason the Chinese have such a corner
on the markter is they undercut their competition - the rest of the
world. Already, though, mines across the world are re-opening in
   anticipation of the 'shortage'.
