   I sure don't see any smaller than 12.5mm at the places I can think of to   
   look. sciplus has a 6mm red, but no detailed specs on it (but it's also   
   too thick at 1.4mm) and it's not neutral density....and I find UK and   
   German companies that claim to do custom filters.

   A 5mm i.d. tube, some carborundum, water, putty to make a ring dam, a   
   drill press, and a 2x2" or 1" round filter, depending what you can find   
   that you like?
