   Might be a bit of a longshot, but I like longshots.. Take a look at motion   
   picture and stage lighting filter suppliers like Lee, Roscoe. They make   
   this stuff by the mile, in both flexible film and hard plastic/glass   
   substrates, and it's meant to stay very stable under pretty horrific   
   conditions. And for the sizes you're looking at, it should be dirt cheap,   
   and they might be willing to cut to size for a quantity purchase.. I'd   
   start with the color correction sets which usually have a big range of   
   ND filters for motion picture cameras. (versus the pure color filter   
   sets, I doubt you care if your filter is a Congo Blue..)
