   Anyone can file a bogus lawsuit, or a frivolous one with the malicious intent   
   to harass the accused.  It is a felony in some states, a misdimeanor in   
   others, to do that, especially more than once.   
      
   Counter sueing for false allegations and libel, harassment and stalking is not   
   possible if the person you sue is indigent and living on social security   
   checks.  What can you get if you counter sue?  Nothing.  It would be a waste   
   of time and money.  If    
   the person doing the sueing does so in order to harass the accused and knows   
   he or she can not be counter sued because he/she is indigent and living on   
   social security, that only makes it look worse for that person.   
      
   However, there might be a case for a criminal charge.  Filing such lawsuits   
   for purposes of harassment is illegal, it is a crime.  If the person doing the   
   libel and doing the sueing is also doing something else criminal in taking on   
   these actions, then    
   another criminal charge can be filed.   
      
   Like it or not, you can put up a website and say that you think the President   
   should be killed and then state why and say anything you want.  It's covered   
   under free speech.  In some countries, doing something like that might tempt   
   the President to make    
   the person vanish.
