   True, but there are some safeguards in certain jurisdictions where the   
   suit can be "previewed" and thrown out. There is no restriction of   
   filing however.

   One can still get a judgement since an idigent or others may have a   
   change of mind and earn an income, have a brain child moment and come up   
   with an idea worth a million or two. (book, movie, interviews, etc.)
