   "Climate" is a statistical notion over 30 years or more. Outliers don't   
   change the mean or the variance of a 30 years series in any significant   
   way.   
   NB : In England, it has been observed that outliers are more fréquent   
   when jets pass near the thermometers in airports. One minute before and   
   one minute after there is no outlier. That's a strange phenomenon that   
   nobody has the time to study.
