   It shouldn't even matter. The two halves can be considered separately.   
   The force required to accelerate the electrons at one end is equal and   
   opposite to the force required to decelerate them at the other end.   
      
   The difference in mass of the electrons in the two halves is then   
   readily seen for what it is - a red herring.   
      
   I really don't see why the OP would expect a net force in the first place.
