      They may be listed as 'munitions' (as are some commercially available   
   encryption tools).

     That's not the same as 'Weapons of Mass Destruction.' for which I   
   don't think there is an offical definition, and once meant only nuclear   
   weapons, but now seem to also mean chemaical and biological weapons.
