   That would easy enough to determine given an expression for the delta-   
   vee needed to get from a given circular orbit to a given tangent   
   elliptical one, barring details.   
      
   It *may* be that the method always gives a saving but that starting from   
   low enough (Phobos?) it's just not worth bothering with.
