As far as it is concerned, it _owns_ you.              Rule #1 when dealing with government agencies.       Its usually easier to ask forgiveness than permission.              If some private US company launching from outside the US puts a man on       the moon without getting a US license, the US authorities would make       all kinds of noises but the politicians and the talk shows would quickly       intervene.              I find it interesting btw that the US claims authority over US citizens       everywhere yet its own officers are supposedly beyond Court jurisdiction       just 300 miles away in Gitmo Cuba.
