   I thought the US had learned that lesson in the invasion of Grenada   
   (when, e.g., a US Army officer had to go to a pay phone and call the   
   US on his AT&T Calling Card to get routed to the US Navy to get that   
   destroyer he could see a few miles off shore to give him artillery   
   support -- neither one had a radio that the other could hear).  Or on   
   Apollo 13, with the CO2-scrubbing cartridge fiasco.   
      
   Next questions, then: why can't a Russian radio near the American   
   airlock transmit 100 feet (or whatever) to the Russian airlock?   
   And why didn't the International Space Station project consider   
   International interoperability issues?
